George Rogers Clark Lands at Ohio-Tennessee Confluence, 1779. Discharge on the lower Ohio is measured at USGS gauge 03384500, where mean flow runs about 190,771 cubic feet per second and optimal conditions span roughly 95,400 to 286,200 CFS. Those numbers describe a river the width of a working commercial waterway rather than a mountain stream, and its Class I rating reflects moving flatwater rather than whitewater. The Ohio forms the southern borders of Ohio, Indiana, and Illinois, and by volume it is the largest tributary of the Mississippi.
Long before European contact, the river flowed through the ancestral territory of Indigenous peoples, serving as a primary travel corridor, hunting ground, and gathering place. That older order was dismantled through the treaty framework of the 1800s, the 1830 Indian Removal Act, and the allotment era of the 1840s through the 1890s. But the river's strategic weight was recognized early. In 1778, during the Illinois Campaign of the Revolutionary War, General George Rogers Clark landed on the north bank of the Ohio at its junction with the Tennessee River, claiming the Illinois Country for Virginia.
The same confluence at Cairo would prove decisive again decades later. As the strategic anchor of the Union's Anaconda Plan, Cairo was occupied by Ulysses S. Grant in 1861–62, making the southernmost tip of Illinois a critical Civil War position controlling access to both great rivers.
The watershed's timber told a parallel story. From the 1830s through the 1920s, the Ohio River basin was logged to feed the regional timber industry of the 1850s through the 1910s and the railroad expansion of the 1860s through the 1910s. Local sawmills, logging drives, and downstream lumber operations worked the country until the old-growth stands were exhausted around 1910. State forestry conservation began in 1915, and the establishment of state forests in the 1930s closed out the era of large-scale logging.
Systematic study of the river's hydrology followed the same arc. USGS survey work in the 1870s through the 1890s, the establishment of gauging stations from the 1880s into the 1910s, and state geological survey streamflow assessments of the 1910s through the 1930s produced the first comprehensive picture of the Ohio's flow. Later state water pollution control studies of the 1950s through the 1970s and Clean Water Act assessments from 1972 to 2000 confronted more than a century of logging, agricultural, and industrial impacts.
Engineering ultimately governed the current. The first dam was completed in 1885, and twenty dams now stair-step the river's length, converting a variable channel into a managed navigation pool. Since 2010, the Illinois Department of Natural Resources and local watershed partnerships have worked to reverse the accumulated damage, with streambank stabilization from 2015 to 2024, native fish restocking from 2017 to 2024, nutrient reduction strategy implementation from 2018 to 2024, and measurable water-quality improvements from 2020 to 2024.
Today the Ohio carries recognition alongside its traffic. Designated an Illinois Fishing River, it also anchors the Ohio River Scenic Byway in Illinois, named a National Scenic Byway in 1998, which traces continuous water views and threads together the long human story here — from Native American habitation through western settlement.
