About

Fossil Creek, Arizona — 2005 Wild and Scenic Dam Decommissioning. Long before any dam or flume was contemplated, Fossil Creek flowed through the ancestral territory of Indigenous peoples, including the region's historical tribal nations. The creek served as a primary travel corridor, a hunting ground, and a gathering place. The cession framework that eventually displaced those communities was assembled across the nineteenth century — through the treaties of the 1800s, the Indian Removal Act of 1830, and the allotment era that ran from the 1840s through the 1890s.

The watershed entered its first industrial chapter in the 1830s, when logging operations began working the Fossil Creek drainage. Harvest continued into the 1920s, feeding the regional timber industry that ran from the 1850s through the 1910s and the railroad expansion of the 1860s through the 1910s. Local sawmills, logging drives, and downstream lumber operations were the major operators until the old-growth stands gave out around 1910. State forestry conservation practices took hold by 1915, and the establishment of state forests in the 1930s effectively ended large-scale cutting in the canyon country.

The hydroelectric era arrived in 1908 with the construction of the Childs-Irving Hydroelectric Project. Arizona Public Service operated the facility — dam, flume, and a 5-megawatt generating plant — through 1991, when the plant shut down. The diversion infrastructure stayed in place, routing Fossil Creek's flow away from its natural channel until 2005, when the FERC license process concluded with the formal decommissioning of the Fossil Creek Dam and Flume. The return of full natural flow was the first event of its kind in the United States: a major dam removed and a creek's historic volume restored in a single regulatory action, sending water back through the canyon for the first time in nearly a century.

The creek's response documented how quickly a desert stream can reassert itself. Nine native fish species recolonized the restored reach, among them the spikedace, the loach minnow, and the Gila topminnow — all three endangered. The 2005–2015 restoration also recovered the desert sucker. Today Fossil Creek holds the only native population of Gila topminnow in the upper Verde watershed and stands as the longest river reach in Arizona free of non-native fish species, a distinction of real weight in a region where introduced predators have overwhelmed most other waterways. The travertine formations that line its pools remain among the creek's defining physical features, structuring the falls and pools that run from the headwater springs through the canyon narrows toward the Verde. USGS gauge 09507480 tracks the creek, where flows average roughly 46 cfs and paddlers find an optimal window between 40 and 200 cfs; the upper creek reads as Class I past travertine pools and falls, and the lower reach to the Verde River runs Class I–II through canyon narrows.

National recognition followed in 2009, when Congress designated 16.3 miles of Fossil Creek as part of the National Wild and Scenic Rivers System — a designation driven in part by the Arizona Water Settlements Act of 2004–2009. It was among the first Wild & Scenic reaches awarded to a river restored rather than simply protected: most earn federal shelter before development claims them, while Fossil Creek earned it after industrial use had ended and recovery was already underway. That success created a second problem. Visitation climbed sharply as the recovered canyon drew recreationists from across Arizona and beyond, and by 2016 the Forest Service — the creek runs through both the Coconino and Tonto national forests — established a mandatory permit system for access. The requirement runs April through October, the months of heaviest use.
